The Mechanics of a LOLER Inspection
At the core of LOLER compliance is the Thorough Examination — a comprehensive assessment designed to ensure your lifting equipment is safe, legal, and fit for use.
This is far more than a quick visual check. It’s a detailed, structured process that evaluates all critical components of the lift to meet the safety standards set by the Lifting Operations and Lifting Equipment Regulations (LOLER) 1998.
What Does a Thorough Examination Involve?
A qualified Competent Person will:

Inspect Structural Integrity:
Assess the lift frame, fixings, guides, and supporting structures for damage, corrosion, or fatigue. -
Check Mechanical & Electrical Systems:
Including motors, pulleys, brakes, gearboxes, wiring, and control panels. -
Test Safety Devices:
Such as emergency stop buttons, alarms, interlocks, door sensors, overload protection, and speed limiters. -
Review Maintenance Records & Previous Reports:
Looking for recurring issues, unresolved defects, or evidence of improper servicing. -
Verify Documentation:
Including user manuals, technical specifications, and design information to ensure the equipment matches its intended use and complies with regulations. -
Functionality Testing:
The lift’s operation is tested under load where appropriate, checking for smooth movement, safety cut-outs, and correct response in emergency situations.
What Happens After the Inspection?
If any issues or risks are found, the inspector will:

Record and Classify Defects
As immediate (e.g. unsafe to use), advisory (e.g. should be monitored or fixed), or compliant (fit for continued use). -
Recommend Actions
Including repairs, replacements, usage restrictions, or further monitoring — all with a suggested timeframe for completion.
Who Can Carry Out a LOLER Inspection?
Only a Competent Person — someone with the necessary training, qualifications, and impartiality — can carry out a LOLER Thorough Examination. This may be an in-house expert or a third-party inspection body.
